BACKGROUND 

The African Institute for Mathematical Sciences (AIMS, www.aims.ac.za) is an innovative, pan-African centre for post-graduate education, research and outreach which has achieved global recognition since opening its first centre in South Africa in 2003. AIMS centres offer a number of educational programs including a one-year taught Masters and MPhil and PhD degrees by research. Each AIMS centre provides an intensive and broad education to over 50 African students each year and prepares them for leadership careers in academia, governance and industry. The AIMS educational program relies on top international lecturers who teach in a 24-hour learning environment.

Based on the success of the first AIMS centre, the AIMS Next Einstein Initiative (AIMS-NEI, www.nexteinstein.org) was launched with the mission of enabling Africa’s brightest students to flourish as independent thinkers, problem solvers and innovators capable of propelling Africa’s future scientific, educational and economic self-sufficiency. As part of this network, the AIMS-NEI secretariat acts as a coordinating body for all centres.

The Monitoring, Evaluation and Learning Manager (MEL Manager) will lead and support the AIMS-NEI secretariat and AIMS centres in measurements and metrics. He/she will support initiative and center baseline, midterm and final evaluations; establish and manage an M&E system to ensure the collection and analysis of quality initiative performance data; engage and support staff and partners’ implementation of the M&E system; and use data management skills and analysis to document all components of imitative results and achievement. The MEL Manager reports to the Director of Organizational Learning and Oversight.

THE PRIMARY RESPONSIBILITIES OF THE MEL MANAGER ARE TO: 

Establish an M&E System – Building on existing baseline assessments, he/she will establish an M&E system that ensures the collection and management of quality data throughout the life of the Initiative. The MEL Manager will be responsible for developing and maintaining a uniform and consistent data collection and reporting methodology and schedule, and ensuring consistent and timely application of all components of the M&E system. This will include establishing data quality protocols, as well as managing data and information for easy retrieval and analysis. He/she will be a principal liaison with designated AIMS center staff and consultants in the design, development and roll out of a data management system.

Build Staff Capacity for M&E – The MEL Manager will assess staff M&E capacity at the Secretariat and centres and provide training and resources needed for relevant AIMS centre staff to collect data and use the M&E system for ongoing reflection, learning and reporting. This will include training and guidance for staff and partners to understand and implement protocols, forms and guidelines for data collection, and analysis and reporting on both qualitative and quantitative data.

Support Key Evaluation Events – The MEL Manager will work as part of an internal baseline assessment team to collect and analyze data and establish baselines, benchmarks and targets for the Initiative’s process, outcome and impact indicators. He/she will participate in all initiative's midterm performance assessment, collecting and analyzing data as part of an internal assessment team. AIMS-NEI Secretariat will contract an external evaluation to conduct specific evaluations, midterms and end of project evaluations and the MEL Manager will support that process as agreed with senior management and any specific donor(s). Contingent on program funding, s/he will contribute to data collection and analysis for the final performance evaluation. Collect and Analyze Data – The MEL Manager will oversee the development and use of a comprehensive electronic information management database for the initiative; maintain all M&E tracking forms and tools related to the AIMS-NEI data collection system, ensuring that data is up to date; work closely with AIMS-NEI’s external online M&E service provider to maintain the AIMS-NEI M&E online database and update system functionality as needed. He/She will participate in and coordinate the timely collection and analysis of all initiative performance data and information and facilitate key internal reflection processes as required. This will include collecting and analyzing both qualitative and quantitative data and information on critical assumptions throughout the life of the Initiative, and tracking key performance indicators. He/she will support ongoing critical analyses of initiative outcomes for program improvement and learning.

Compile, Manage and Report on Initiative Performance Data – The MEL Manager will ensure that all data are compiled and reported on in a timely and useful manner to the Secretariat senior management, AIMS Centre management, relevant donors and all other key stakeholders. This will include: compiling and managing all data sets, providing a preliminary analysis of quantitative and qualitative data, and drafting sections of internal and external reports for AIMS-NEI as needed. The MEL Manager will coordinate and manage the M&E calendar, provide updates and guidance on performance monitoring issues to Initiative senior management.

  • Strong qualitative and quantitative research methodologies; experience with data collection using any of the following: surveys, semi-structured interviews, focus groups, or other participatory methods; and documentation of events through direct observation and secondary data collection.
  • Developing data collection and analysis protocols for both qualitative and quantitative data, and easy-to-use forms, guides and interview agendas; establishing and maintaining a data management system using Excel, SPSS, SAS or other data management and analysis software
  • Providing guidance and training to Initiative staff and partners in M&E protocols; working with diverse stakeholders in a culturally sensitive manner to collect, analyze and synthesize data; facilitating participatory processes to help staff and local partners identify and highlight achievements and improve their program
  • Writing donor reports, case studies, best practices, lessons learned, and success stories.

REQUIRED QUALIFICATIONS:

  • Extensive experience working in M&E in developing countries within government, an international organization or research institution, preferably in Africa;
  • 5-7 years of direct M&E experience in developing country setting, with at least 2 years of experience in an African setting;
  • Significant experience in the management of project M&E systems, survey design and implementation
  • Skills in all aspects of quantitative and qualitative evaluation  with knowledge of participatory evaluation methodologies
  • Significant experience in the development and use  of data bases, data entry systems (PDA or phone-based) and  use statistical analysis software (EpiData, Excel, Access, Stata, SAS)
  • Web based skills in HTML to support managing information linked to an online database and office based software like Excel and SAS, Access etc.
  • Knowledge of conceptual modeling and other key tools relevant to AIMS-NEI including results frameworks, theory of change, log frames, RBM, etc.
  • Ability to establish and sustain interpersonal and professional relationships with AIMS-NEI, AIMS Centre staff, donors  and partner organizations
  • Superior oral and written English language skills to effectively present information and to edit/write reports
  • Strong oral, presentation , facilitation and communication skills
  • Strong analytical skills - Ability to effectively analyze and resolve problems as they arise
  • Ability to travel at short notice, with annual travel estimated at 30%

EDUCATION AND EXPERIENCE REQUIREMENTS:

  • Masters Degree in the Social Sciences or a field of study related to international development; graduate degree with a specialization in measurements and metrics is a plus.
  • A minimum of six (6) years of professional experience in performance monitoring and evaluation; previous work experience with / within academic institutions and in Africa a plus;
  • Significant experience in the management of project M&E systems, survey design and implementation
  • Fluency in English and proficiency in French an asset

REMUNERATION

The remuneration package, including benefits will be competitive and commensurate with experience and qualifications. The initial post is expected to be on a full-time contract position for 2 years. AIMS-NEI is an equal opportunity employer.
